There are Many countries which are very close in terms of strategic partners with India, but only few countries are enjoying the time tested strong bilateral relations with India.
india is a land of non violence and peace loving people such as Gautama Buddha, Mahatma Gandhi and many so it maintained its external relations in such a way that it will not get into any unwanted Wars with any of the world countries. India is also very famous for non-alignment policy during Soviet Union and United states cold war period, which made some good and time tested friends for India. Now in modern India those friendships are booming India's markets and provided various range of choices to make decisions.

1. RUSSIA. India is the has the best relations with Russia.
Infact Russia supported India in its 3 of 4 wars against Pakistan When USA backed pakistan Russia even went to the extent to war with USA and EU but USA and EU backing off that war was prevented. In future This relation is only going to improve because Indian administration is going to invest hugely in Russia and vice versa. Almost 85% Russians are viewing India as their friend and 75% Indians as well.

May be you are wondering how Israel became India's top friend, but its true India and Israel enjoying prehistoric relations between them which dated back to 2500 years. 5. USA. Don't intervene into others internal matters if you do so you can loose peace and eventually friendship. USA should be at the 4 place of this list according to people to people relations that these two countries are enjoying. But it is America's superiority complex which gave this position to USA.
At the time India got Independence USA supported India and became good friends and strategic allies. But after a decade America started to intervene into India's internal affairs and also supported pakistan. Then obviously USA started reducing its ties with India. USA even attempted to seize India in 1971 Russia helped India so India moved towards Russia. At this point in time Ties between India and USA hit the bottom.
But now India and USA came together in the strategic and business interests. India is now one of the top allies of USA in the world.
6. SOUTH KOREA.
South Korea and India are enjoying very great relations in TRADE, CULTURAL, DEFENCE, STRATEGIC, HISTORIC. relations.
It is believed that The ancestors of korea's is an Indian queen who traveled all the way from India to south korea to marry the local king. Both countries also sharing strategic interests as china being the new bully of India and south korea.
